This issue occurs on devices that have certain wireless network cards.. To ensure that the problem doesn't stem from your faulty router hardware, a damaged Ethernet cable, or misconfigured router settings, test your Ethernet connection on another device (if available). I have tried running the trouble-shooter, uninstalling and reinstalling the driver, performing a network reset, trying a different port on my router and even doing a netsh winsock reset.
